I managed to completely remove motion blure and the film Grain from the game.
Proceed as follows:
Go to the steam folder and create a text file with the name user.cfg where the system.cg is.
Copy and paste the following:
sys_spec = 1 r_MotionBlur = 0 r_HDRBloom = 0 e_fog = 0 r_PostProcessEffects = 0 g_radialBlur = 0 r_SilhouettePOM = 0 r_ColorGrading = 1 r_ColorGradingSelectiveColor = 1 r_ColorGradingLevels = 1 r_ColorGradingFilters = 1 g_radialBlur = 0 r_HDRBrightLevel = 0 r_ChromaticAberration = 0 r_HDRBloomRatio = 0 r_ShadowBlur = 0
Works in both online and offline mode.
Restart the game and enjoy the clear graphics.
