Here are two methods to solve the game not launching issue.
Method 1 by guma
1. Turn off Origin
2. Remove all processes from the task manager
3. Launch EA Desktop or Origin as an administrator
4. Launch FIFA 23 via Steam (Origin is to be already on)
* Run EA Anticheat as administrator
* Run FIFA 23 as administrator
*Add launchers, game and anticheat to Windows firewall exceptions
* Uninstall other anticheat programs, such as Vanguard or Faceit AC
If you are still having trouble launching the game:
Verify the integrity of game files
– From the ‘Library’ section, right-click on the game and select ‘Properties’ from the menu. – Select the ‘Local Files’ tab and click the ‘Verify Integrity of Game Files’ button. – Steam will verify the game’s files – this process may take several minutes.

Close all the Ea stuff. Also check in the taskmanager that all is closed. Then Open CMD as admin. Put in
